As Airwars takes on the leadership of the Civilian Protection Monitor, we are looking to widen and diversify our partner base

As Airwars takes on the leadership of CPM, we are inviting new partnerships to broaden our impact and deepen our collective capacity to drive meaningful change.

We are seeking both formal and informal collaborations with innovative civil society partners, academic organisations, think tanks, and others working to improve civilian harm mitigation and response (CHMR) standards around the world. CPM partnerships allow stakeholders to:

  • Shape the future of civilian protection metrics by extend CPM’s reach to new countries, regions, and contexts. We seek to partner on roundtables, workshops, webinars, or policy briefs to promote CPM’s findings and strengthen civilian protection norms.
  • Enrich analyses, whether academic, operational, policy-focused, or advocacy-based, by sharing and jointly studying key policies and practices, and facilitating contact with decision-makers in national settings. 
  • Strengthen methodologies by sharing data sources, open-source tools, documentation, or local expertise to enhance CPM’s qualitative and quantitative analyses.
  • Benefit from – and contribute to – CPM’s centralised repository, which archives practices, lessons, and recommendations—ensuring they remain comprehensive and accessible.

The Civilian Protection Monitor is the outcome of a joint project by Airwars and PAX, based on years of shared experience working and advocating with national security actors to implement stronger CHMR systems and practices. The launch of the framework in Spring 2025 was a proud achievement for both our organisations. Airwars now carries forward the project.
